Athens-Clarke County opens applications for FY27 community development funding

The Athens-Clarke County Unified Government Housing and Community Development Department (HCD) has announced several updates on current funding opportunities for fiscal year 2027.

Agencies interested in applying for the FY27 Community Development Block Grant (CDBG) must submit a Notice of Intent by October 24, 2025, at 11:59 PM through the ZoomGrants platform. Completion of this step is required to proceed with the application process. For questions regarding this requirement, agencies can contact HCD staff members Damario Squire or Aidan Hysjulien, or reach out via the department’s main phone line.

Applications are now open for the FY27 Community Partnerships Program (CPP), which will provide up to $1 million in general funds from Athens-Clarke County to support activities focused on neighborhood revitalization, poverty reduction, economic strength, and homeless services. Funding will be available for contracts running from July 1, 2026, through June 30, 2027. Interested applicants can apply via ZoomGrants until November 24, 2025. Technical assistance appointments are offered upon request between October 22 and November 14.

Additionally, up to $100,000 in general funds is available for housing counseling programs as part of efforts to expand services supporting renters and homeowners. Applications for these funds are also due by November 24, 2025.

An extended application period has been announced for the HOME Investment Partnerships American Rescue Plan (HOME-ARP) competitive Request for Proposals initially released on September 5, 2025. This funding totals $1.55 million and supports affordable rental housing development and capacity building for nonprofit organizations serving populations experiencing homelessness or at risk of homelessness. Applications must be submitted by December 1, 2025. The contracting period for approved activities will run from July 1, 2026 through September 30, 2030.
